Root cause is filipinos are non-homogenous people. We don't look out for each other. It is also complex since we have a different set of languages/tribes/customs.
It's mostly a selfish view on taking advantage of any opportunity out there.

I think the problem is with our laws and penalty.
Here is what I have in mind and base on my experience outside sa Pinas. My ideas might be flawed but it's ok. I am assuming god mode here. XD
Overhaul LTO and releasing of license. Dri sa akoa gi stayhan na country mo skol jud ka to get a license. You need to take theory exam, then parking exam and then actual driving with the police. If you fail any part, then 1 retake only and that's it. Take it again next year. Wala jud magcheating or under the table to get a license. The schooling will take at least a month. Depending on what package is offered and your skill level. I admit na I got my driving license sa pinas through under the table.
So my plan is tanang mo renew sa ila license ron, MUST take this driving course. Otherwise dili na sila pwede mo drive. Now if you violate this law and drive with expired or no license, 6 months priso with no bail plus penalty. Tan-awn nato if naa pay magpabuang2x og drive walay license. If you pass the driving test, then release the license asap. Dli na magbalik2x next week.
Next car registration, dapat tanan mag renew sa car registration mo undergo og screening if ilang vehicles safe or suitable paba for driving. The purpose of this is less pollution and safe driving. Kabantay ko na dghan kaau mga jeeps or trucks na either guba or grabi kaau og smoke. Dinhi sa akoa gi stayhan (mo compare napod ko, senxa na) strikto jud sila ani. Tan-awn imo car if naa gasgas or guba, if naa ask ka nila ngano ni or if guba kaau ipaayo jud nimo. Thorough inspection and wala jud lusot if naa depekto.
Lastly, make it a requirement nga naa jud ka parking lot for your car before ka mka purchase or get registration. If kabantay mo, bisan gamay na eskina sa atoa, naa japon isa ka sakyanan dili maulaw mo parking sa kilid sa dalan.
Pero again.. damgo nalang ni.. haha If naa presidente maka huna2x ani, then sya na ang best president. But for now, current admin is doing nothing impressive. Puro storya.
You do have a point. As long as PUJs still operate even if not suitable already, you've a case for traffic.
But the preceding main public transport had nothing to do with the current road congestion problems.
The car/motorcycle distribution is what causes this maddening traffic jams afaic. Why? because 5k DP.
Who in the fvck could not afford that kind of DP and a monthly of 8-9k? If not then they go buy scooters.
Our streets just could not handle the volume of vehicles coming in and out. These distributors should be
reprimanded anytime now before it's too late. Dayuhans from other islands are also buying and running
their cars here on our beloved Cebu roads.
A car could ride 5 average sized people max. A well-conditioned elf PUJ carries 20. So in every 100,
you need 5 PUJs compared to 20 cars. That's 15 less on the damn road!! In the end, you'd come up
with a peaceful ride specially in Metro Cebu. Also, in the 90's amortizations on cars were very costly.

Agree, although, less ra ko kitag vehicle nga naka cause ug traffic diri kay naguba, it's a great factor gihapon. If there's something wrong, it's one less vehicle on the road. Hopefully naay ing-ani. But then again, no renewal = no $$$
di lng jud sa eskina, naa na jud sa main road. kanang middle sa white line gane (marker for main road and pedestrian pavement)
For them, it is easier to build expressways than impose strict rules. tsssss
People are imaginative and creative in nature, we always find solutions to every problem. I believe innovaion for flying cars is the future, it already started/studied with drones. So don't worry too much about traffic. Ang pangutana kung maka abot pa ba kaha ta ani time-ma.
