(1) during voting there is no 2nd or 3rd place... only 1... (purag ta nag vote for presidente.. heheh)

(2)Touch-ups are allowed but the fewer, the better. (Cropping, color, and saturation only. No superimposing, dropout, etc.) <-- copied from the icenter contest.
