How do you make picture borders?

Hi all.. just wondering how you make borders on your pictures? and may I know what's your easiest way on applying it to your pictures? salamat daan!

i use photoshop --> copy the entire pic size --> make new ---> mask the edge ---> erase --> then save it (template for a frame, u might used it again in the future) then copy the whole template --> paste it above the pic --> end.. or is it..

1. Open Image
2. Use the Rectangular Marquee Tool to Select the entire canvas
3. Edit --> Stroke
4. In the Stroke Dialog Box.. select the desired width of your stroke and color..
5. Do your style
